Historical Tracking: Retrieve the state (as known by client assertions) of entity/relationship at a given network sequence timestamp

      As an AAI developer, I need to create functionality for the history subsystem to retrieve the state (as known by client assertions) of an entity/relationship at a given network sequence timestamp (will only pull entity/relationships that have a network sequence timestamp)

      AC1: When an entity/relationship is requested and a network sequence timestamp provided, the system returns the state (as known by client assertions) of that entity/relationship within the network (to our best knowledge) at that point in time.

      AC2: If there were no historical assertions about the requested entity/relationship at the point in time for the provided network sequence timestamp, a not found response is returned

      AC3: The CRUD interactions for this functionality are communicated through Champ to the database
