SO transaction to update AAI on model distribution to set DISTRIBUTION_COMPLETE is failing because no model-ver exists.

Looking at the logs Model Loader is updating the database after the SO PATCH to set the DISTRIBUTON_COMPLETE.

It appears the Model Loader is replying with DEPLOY_OK which triggers SO before updating the database so there is a race condition.

There could also be a replication affect since there are 3 cassandra's in the OOM environment.

It does not happen on every transaction just under various load conditions/timing.
