Fix EdgeRules for allotted-resource to p-interface
Since Casablanca branch has been created, master branch is for Dublin now.
AAI-1925 needs to be fixed on both branches.

CCVPN use case testing was using this as part of the scenario on the Beijing (v13) version.
This same scenario fails on Casablanca (v14) version because apparently it was removed by an unrelated commit.
