Re-fix EdgeRules in v15 and v16 for CCVPN

      According to analysis by ankitbhatt, the differences between v14 and v16 EdgeRules includes

      • wan-port-config to service-instance being changed from "MANY2MANY" to "ONE2MANY"

      That appears to be accidentally reverting AAI-1671 merged in v14.

      In AAI-1812 it looks like an older version of the v14 EdgeRules was copied into v15.
      The v15 file was then propagated by AAI-2161 into v16.

      In addition, the fixes from AAI-1923 were also reverted, so this problematic combination of properties has reappeared:

      "delete-other-v": "${direction}",
"prevent-delete": "!${direction}",

      These were previously fixed in Casablanca and cherry-picked to master for Dublin in v14, but now also need to be fixed in v15 and v16.
