AAI needs to define system requirements for supporting the manual and auto scale-out use cases.

AAI is keeping this epic as a placeholder in case model/schema changes are needed, but according to the SMEs of the Use Case, AAI currently does not need to make any model or schema changes as the objects used and the relationships between them already exist.
