Regex in appc-provider-model yang definition fails when there is no fractional second component.
See jenkins build log for example of this fault:

In the example build above will cause test case failures as it is a valid LocalDateTime value but does not match the regex criteria in appc-provider and appc-provider-lcm yang definitions for the ZULU object created in generated code from the yang definitions.
The regex requires that a fractional component be added to the end of the numerical string
e.g.
2018-06-13T13:38:26.123456Z
but when the system clock returns zero for fractions of a second at the time the test is run then the test will fail. This will occur intermittently on approximately one in 10^3 test invocations.
