vFWCL ModifyConfig only works on one node in an APPC cluster

Set up vFW Closed Loop with a 3-node APPC cluster.

The APPC ModifyConfigs sent by Policy only work about a third of the time.

I think this is because the APPC Netconf mount only works on the specific APPC node that the mount was created on.  I think this is an ODL Netconf limitation.

Is this a bug?  If not, is it expected that the APPC ModifyConfig would only succeed a third of the time?  Otherwise, what's the right way to set up APPC to allow ModifyConfig to succeed 100% of the time for vFWCL on a 3-node APPC cluster?

This was observed on today's OOM staging environment.

The successes/failures were observed in the policy drools container logs.
