APPC fails to restart vGMUX VM in vCPE closed loop

      In vCPE closed loop test, APPC receives Restart request from Policy and tries to restart vGMUX, but vGMUX is not restarted. APPC still returns restart success to Policy. 

      Please see the APPC karaf log in attachment. The restart request received by APPC around 2019-01-29T23:05:42,798 in karaf.log. 

      Tested on Windriver lab Integration-SB-05
