During the Integration testing for vFW traffic generator the request from Policy to APPC failed due to modifyconfig not being a valid action.  The issue appears to be caused by APPC utilizing the DG loader process during APPC deployment.  The DG Loader process is picking up the incorrect APPC_method_topology-operation-all_2.0.0.json DG.  Prior to utilizing the DG Loader process during deployment APPC utilized an install script that loaded XML files from a certain directory.  With DG Loader the DGs json files are picked up, converted to xml, loaded into the database and activated.  The fix is to place the correct APPC_method_topology-operation-all_2.0.0.json DG that contains the modifyconfig action into the correct directory such that DG Loader picks up the correct DG.

As a workaround for Integration testing the correct DG was loaded into the system.
