netbox-adaptor throws exception when ccsdk-odlsli standalone image is started due to missing netbox.properties file.

Most of our ccsdk karaf features define a "provider" class to resolve properties, which allows us to look on the external file system first and then, if not found, look for a default properties file embedded in the jar (aaa-service, for example, does this). This would be a clean way to resolve this.
