Update CCSDK standalone parent to use sdc-tosca 1.6.3 to get bug fix for extracting Capabilities and Requirements into List instead of Map to avoid duplicate key issue encountered by MSO when model contains 2 requirements with the same name.

Also update UEB Listener SdncBaseModel class to handle List instead of map on data extraction.
