How/What:

1. Update configuration file(s) to use Postgres DB (instead of MariaDB)
2. Add script to generate schema (see Schema Code)

Acceptance Criteria:

1. Tables get created upon deployment  or start in Postgres DB
   1. Alternative bash script running sql script
   2. SpringBoot startup script
   3. Configure .yml to run sql script
   4. Dockerfile setup
2. Existing use cases storing data remain functioning (obviously)

Out of Scope:

This is not an upgrade or migration, no pre-existing data has to be retained
