Maintaining A1 Policy Types with no associated near-RT-RIC is desired behaviour

However there is No way to remove those A1 Policy Types without clearing persistent state & re-synchronising (removes all unused Policy Types).

Some mechanism to manually or automatically remove/garbage-collecting some/all of these policy types is likely needed, but there are possible use cases in favour of keeping them too.
