Resource Resolution should support versioning

      Add the ability to resolve a new set of values & templates for each request using the same resolution-key.

      Each version will be identified using the already existing occurrence field in the database

      The occurrence parameter will be extended so that if it is set to <1, this new behavior is enabled.
