This is the initial code contribution to add the Vlantag Api Functional Component. The vlan tag assignment and un-assignment will be done by this functional component following policy rules captured in policy instances generated based on vlan tag specific policy model.Policy data is to be utilized by vlan tag functional component, each policy instances provide the vlan tag assignment rules for specific VNFs, and would guide the functional component to assign vlan tags.
