add the capability for CLAMP user to create a pdp group and also to choose the right pdp-group when deploying  policies, the creation of policies should not be impacted by this, it is only at deployment time when user should have the possibility the group where he wants the deployment to occur.

will need to have good knowledge from Policy team on the usage of the policy group api..

For frankfurt the main gaol will be to present the list of existing group for the user to choose from,

ability to create a new group will be a stretch goal.
