Spike: CM data notifications from NCMP to applications including subscriptions

Agree and specify (additional) notifications from NCMP

1. Document existing notifications (cm-handle state changes)
2. List required notifications (in scope for this work item)
3. Consider overlap with (notifications to be sent from) CPS-Core
4. Define and clearly document event schemas for each event in scope
5. Map and topic name(s) for each event
6. Subscriptions? Does the interface need to support this or wil it be handled using Strimzi Kafka configuration and wel documented topic-names?
