When querying the cmhandle query endpoint id-searches, if we supply an empty request body we expect to get a list of all the existing cmhandle ids. Currently when I perform this request I get an unrelated anchor back.

Steps:
Create some cmhandles
Post /v1/ch/id-searches: {}
Returns ["ran-network-simulation"]
