Update CPS DB based on CM VES message for SON Use Case

      In the SON Use Case, we use a simulated RAN called RAN-Sim which implements gNodeB CU and DU configuration as per O-RAN yang models, and can generate a Config Mangement (CM) Update Notification VES message as per O-RAN O1. The VES message is received by the DCAE VES Collector and published to DMaaP.

      The task for this Jira is to implement a feature which parses the CM VES message and updates CPS DB. The O-RAN-aligned yang models to be used with RAN-Sim and CPS DB are updated versions of the yang models used for the SON and Slicing use cases. The CM update expected would be a change for the GNBDUFunction/nrCellDU/nrPCI ** or for the GNBCUFunction/NRCellCU/NRCellRelation/isHOAllowed . 

      RAN-Sim and CPS Core DB would use the same yang models. The task is to configure CPS/NCMP/DMI as needed and process the CM VES message. This would need appropriate loading of the yang model and set up of a CMHandle.

      The CM VES msg published by the VES Collector needs to be processed and parsed as needed. This can be hosted in SDN-R (leveraging existing work and use of TBDMT) or be handled by the NCMP DMI plug-in in CPS..
