cps-ran-schema-model@2021-01-28.yang missing root container

cps-ran-schema-model@2021-01-28.yang model provided by default, doesn't contain root container cps-ran-schema.

will be good to do some test around, like querying and updating some nodes to test no other issue is present.

Maybe some integration test?

Fixed version of this model is attached [^cps-ran-schema-model@2021-05-19.yang]

• need to update liquibase steps with fixed version
• add test as suggested above
