Create new Dataspace for ncmp:operational datastore

      Notes

      1. do NOT use Liquibase (is dataspace specific)
      2. Part of NCMP install (not CPS-Core)
      3. Suggestions
        a) init-container
        b)  K8s Hook (PostStart hook to be precise)
        c) Spring Init Bean Creation / Lifecycle events
        d) .... (add more if any)

      1. Discuss with the team on the approach been used.
      2. No Liquibase changes (no postgre specific changes)
      3. Agree name for dataspace with stakeholder and team
        Tony suggested 'NCMP-CmHandle-Operational-Data' ( agreed upon )
      4. Dataspace created (demoable in SQL ui)  when NCMP is installed (Check if we can verify using REST interface)
      5. Dataspace NOT created when CPS-Core only image is installed.
