The same issue as before arises: protobuf defaults to 0 when a value is not set for any numeric field. In order to properly support absence of value we need to make indices 1-based (as opposed to standard 0-based).

Change is intended for master and Casablanca branch. Only docummentation needs to be updated, as currently no ONAP component uses perf3gpp-specific schema.
