BBS Use-Case: ONT Relocation Policy in APEX

      I  would like to have Nomadic ONT event to be consumed and trigger ONT Relocation policy to update HSIA service status.

      The triggering event could be a DCAE_CL_OUTPUT event for the ONT Relocation closed loop associated with the HSIA service.
