The DCAE healthcheck  service currently expects the DCAE dashboard to be deployed with a blueprint via Cloudify.  Beginning with the El Alto Early Drop, the DCAE dashboard  is deployed using Helm.  The healthcheck  service needs to be updated to stop checking for a Cloudify deployment of dashboard and start checking for a Helm deployment.
