Update the PM Dictionary schema to have one YAML document per measurement.  All measurement YAML documents would still be contained in a single PM Dictionary YAML file, as is the case now.  This change aligns more closely to the way FM fault events and FM Meta Data are specified and makes it easier to display and use the PM Dictionary content.  This change requires updates to the VES Event Registration Specification section 3.3.
