TCA used in CL support currently processes VES 5.4 structure. As VES spec has evolved, need TCAGEN2 upgrade to be complaint with VES 7.2.1 spec ( https://docs.onap.org/projects/onap-vnfrqts-requirements/en/latest/Chapter8/ves_7_2/ves_event_listener_7_2.html & https://git.onap.org/vnfrqts/requirements/tree/docs/Chapter8/ves_7_2/CommonEventFormat_30.2.1_ONAP.json)

Application support for 5.4 should be retained for backward compatibility. The VES 7.2.1 format/processing  can be determined by either option

1. Inspect incoming event and determine format based on version and then identify TCA processing accordingly. 
2. Adding new topic subscription to support 7.2.1 event flow (in addition to 5.4.1 topic/event processing)
