DCAE controller error with neutron_plugin env substitutions in Cloudify centos_vm blueprint

      While running the latest master HEAT deployment on openlab - I am having problems with the dcae controller bootstrapping consul before cdap - specific to neutron

      Running DCAE to be able to collect logs for LOG-167

       issue

      Checking out why DCAE is failing to orchestrate consul in HEAT.

      I previously rebooted AAI-vm1 to get the 7 containers up that were blocking the initial AAI rest calls from DCAE

      Goal is to be able to shut down all HEAT vms except the DCAE subset (cdap, consul...)

      getting a neutron network error - checking id's
