SON Handler MS sends control loop messages for PCI and ANR. As of Jakarta, they are processed by SDN-R as O1-based actions. In Kohn release, SDN-R will process the ANR message to create A1 policy. The message for ANR created by SON-Handler MS needs to be modified so that the payload aligns with A1-based action.
