Currently max payload size is fixed and set to 1 MiB as it was defined in one of the proposals. In final specification it was somehow omitted. However, the limit must be there because otherwise we risk DoS attacks on either HV-VES or DMaaP's Kafka.

The fix should enable deployer to configure max payload size. If the value is not provided it should default to 1 MiB (1024 * 1024 bytes).
