Sorry for not noticing this earlier, but the architecture diagram in the readthedocs is a bit off.

The Provisioning server does not actually pass the data file to the Node.  Instead the publisher gets redirected to the Node.   So the Provisioning server should never actually handle the data file.  I only emphasize this because proper publisher implementation needs to handle that redirect and it is often forgotten.
