There are a bunch of links that the doc project uses for submodules to point to other docs. When I ran this locally, I noticed an issue that it was trying to pull a submodule for modeling/genericparser, which does not exist anymore.

Not sure if it was changed because now there is a repo called modeling/etsiparser.

I think the solution might resolve the incorrect linking because it might not be able to access other submodules if one is failing. I have a proposed solution, let me know if it helps. I will push it to gerrit.
