As a first phase of DCAE transformation (REQ-479), all bootstrapped services are required to be migrated into helm charts. 

Bootstrap pod will be modifed as init container and used only for system initalization for dynamic deployment of MS.

As Holmes is among current bootstrapped service, require the deployment translated and triggered via helm charts.  Holmes project can have  new folder under OOM repository and contribute charts directly. Based on helm configuration - Holmes component can be enabled or disabled.
