Robot fails on SDC Certify Service due to SDC internal cache not allowing the certify request to succeed. 

 This call will succeed:

 sometimes this call will fail due to resource not found:

{{ /sdc2/rest/v1/catalog/services/b175f3da-593d-48f5-8c24-03231905c06b/lifecycleState/certificationRequest}}

The fix is to retry the certify request
