Current vFWCL preload assigned 3rd OCTET dynamically and 4th Octet in 101,102,103 range so we can deploy multiple vFWCL's for testing.

In some environments like devstack in aks and in other testing , there is a 192.168 address with a /24 or smaller being used.

We should make use of the dyanmic 3rd Octet optional and compress the assignments so they fint into a /26
