vFWCL preload unprotected network name not consistent - fails vPKG stack

Installation in Azure on Stein Openstack failing - not sure why it worked before  but the names for the unprotected network and subnet are not the same in the preload_data for the vFWCL and vFWDT for some reason. It appears to have been there for a long time and either we changed something in the heat templates and didnt catch it or Stein has a new neutron behavoir
