 I'm pushing some initial settings to seccom, this is just an additional place to discuss format, info etc of license policies for ONAP

I'm not attached to the scancodeio format, we can keep it in csv/yaml split it into separate files for each category or whatever will make it more managable and reusable for other tools that might need such settings.

This ticket is a follow up to a discussion on Integration (16.02) and PTL (28.02) weekly meetings and to have an issue to reference when pushing draft to seccom repo.
