Parent JIRA to hold all JIRAs that detail any issue we have brining up onap offline

Currently certain docker containers do additional chef based git clones as well as sh/bash based config curls inside the docker container as it is deployed.

This will cause issues for offline deployment and deployments behind a firewall

Ideally only nexus3 docker image pulls are required

these problems will not appear on a public VPC on public cloud deployments - which is where I work OK

Gary has some of the same issues in his lab - trying to find the JIRA
