Availability Zone Create failing - INDEX_PATH variable scope issue

Create Availability Zone was failing. Investigation shows that the problem is that spaces and underscore do not make variables unqiue so ${INDEX PATH} and ${INDEX_PATH} were over writing each other in robot processing (as one example) so that the v14 was being replaced with v11 and the path to availability zone was being replaced with the path to the VNFC.
