Issue: we have duplicate logging config in OOM and Logging-analytics

Why: I am reverse engineering here but it looks like we have a reference (logging) for use by OOM and HEAT.  Since HEAT is now deprecated in Beijing we can remove the reference and just use the runtime config in OOM

This will also solve a lingering issue where the 2 copies are not kept in sync.

This must also be coordinated with the tarball config refactor going on - getting epic
