Do a bidirectional diff between the logback.xml config files in OOM and Logging-analytics
Currently OOM is the runtime config, the logging repo is only the reference (historically so HEAT could have its' own runtime config.
Since HEAT is out of scope - we need to remove the config in the logging repo - to avoid sync issues.
before removing, make sure that the config in OOM is valid - and push anything from the logging repo to OOM before deleting it.
