Any Helm error in createAll breaks all pods in queue after the error - refactor for individual parallel pods

      Currently under OOM-420 the createAll command fails immediately during the onap-log es pod if running Rancher 1.6.10/Helm 2.3.0 - the recommended config to allow vnc-portal to currently work.

      The issue is that all the other apps after log in HELM_APPS fail to come up - this appears more silently in CD jobs

The command helm returned with error code 1
wait for all pods up for 10 min

      Fix: 

      refactor createAll.bash to run parallel creates for all namespaces  - so a single failure in the queue does not stop the rest of the queue
