As an Ops person I would like to Context Aggregator to support the latest POMBA Common Model and Context Builder API, which are based on this common model.

This story tracks supporting the latest model and APIs and using the latest to talk to supported context builders.  This shall include supporting the ONAP API versioning strategy.
