Logging ELK/Filebeat chart upgrade from 5.6 to 6.3 for plugin/module support

    Description

      look at 6.1.2 or 6.3 and module use- or use the common chart
      align with the files plugin change for logstash - away from beats
      give update to 20181025 acumos meet

      Note: that upgrading will also require an upgrade of all filebeat containers across the charts - so a lot of retesting each pod to verify logs get through - like for pairwise in https://jira.onap.org/browse/LOG-770
