POMBA: SDNC Context Builder passes lockedBoolean attribute with yes/no instead of the already established true/false

      The SDNC Context Builder returned lockedBoolean with a value of either yes/no:

      However, the AAI Context Builder passes this attribute through with a 'true/false' value.

      The builders need to use consistent values. (Perhaps these should be defined in the swagger page.)
