Networking infrastructure should have 

• API implementation (CreateVL, DeleteVL etc..)
  • Get the networking artifact.
  • Figure out the networking plugin to call.
• Ability to load Multus plugin  (A special plugin)
• Ability to load networking plugins.
• Ability to call init functions of plugin after loading them to get them initialized.
• Ability to call discovery function to know about the type of networking plugin.
• When createVL is called, ability to call appropriate plugin.
• When deleteVL is called, ability to call appropriate plugin function.
• Ability to call Multus plugin when needed.
