currently the artifact broker download artifacts from SDC, and store them into shared folder with multicloud plugins like windriver/starlingX, it is stateless which means the downloaded info/artifacts will disappear after pod restart.

it is a requirement that it needs add persistent Volume support so that make it still there even pod does restart.
