Cannot Register cloud region with multicloud via REST

On trying to register a cloud region with multicloud via REST, I see the following error;
 
cannot use a string pattern on a bytes-like object
Trying to do a POST to the following url

http://aai-ip:30280/api/multicloud/v0/CloudOwner_ONAP-POD-01-Rail-07/registry

where ONAP-POD-01-Rail-07 is the cloud region
