VF-C etsi catalogue as common service

Yan Yang proposes that the VF-C catalogue to migrate to be an common service as a ETSI-catalogue.  This requires a move to the modeling repo

The SOL003 and SOL005 interfaces in the figure should be in the SO.

When discussing SOL003 and SOL005.  Should be clear.

There was a question regarding whether the package goes through SO.  It was clarified that this is more related to the run-time catalogue.  It was clarified that the ETSI catlogue is a microservice, with the idea that in the future that it would be merged with the run-time catalogue.

There was a question regarding how External API should see the run-time catalogue.

There is the need to look at the overall lifecycle of the service model states.  and possible error conditions.

There was a question about the parser server and the package management service and whether there are packaged together or not.  These are coupled.
