The consul helm chart is transitioning to a stateful set to provide predictive startup behavior. Until such time, reducing the replica count from a cluster of 3 down to 1 and increasing probe detection from 10 seconds to 90 seconds, we can get an active consul server up fast enough to support dcae's dependency on it running.
