Currently all Helm charts are stored in the OOM git repo and changes made to the charts must be merged by the OOM committers.  This Epic describes the work required to selectively transfer the ownership of the Helm charts to the project teams - should they want that ownership. To do so, a new 'oom' directly is required in the project team's repo (parallel to their current 'docs' directory) where the Helm charts will be located.  The automated Jenkins build job will take charts from these directories and the central oom repo to build the entire ONAP chart set.
